List which optional control-plane runtimes are mounted
说明（契约原文）
Any authenticated session. Each flag is true exactly when the corresponding route set is mounted on this control plane (cache_control /v1/cache-*, custom_rbac /v1/custom-rbac/*, plugin_webhooks /v1/tenant-scopes/{id}/plugin-webhook-*); front-end menus for a runtime that is off are hidden instead of answering 404.

失败时怎么办
401检查凭据格式、是否过期或被轮换。500结果未知：先按资源 ID 或列表回读确认，再决定是否用原 Idempotency-Key 重试。
